    yes, that will be considered as cash advance. Anytime you take out cash that will be considered as cash advance. Does not matter if you use it for yourself or give to someone else.

    NO!
    Have your family member send you a "Request Money" email through their PayPal account.

    PayPal will charge a 3% fee. Your credit card will see it as a purchase, not a cash advance.
